My name is Richard Harding, the founder of D.U.I. P.O.S.S.E. I am a third generation police officer and have dedicated my life to Law Enforcement. On January 15th 2006, a knock came to our door that every parent dreads, with the news that Ricky (pictured) was killed by a drunk driver. He was only 19 years old. The person who murdered Ricky was charged with negligent manslaughter by vehicle, driving while intoxicated and negligent homicide while impaired and after a three day trial was found NOT GUILTY, except for the charge of driving while intoxicated, for which he was found guilty (prima-facie), and received three years suspended sentence and placed on probation. Two years later (August 2008) the defendant requested a modification of his sentence of PROBATION!! During this modification hearing and upon listening to our family, Ricky’s mom and sisters make more victim impact statements to try and convince the judge not to reduce his sentence of PROBATION!! While this person was awaiting the Judges decision and signature, he was arrested for ANOTHER DUI!!!  Thank God, this time he did not KILL anyone else.  In 2004 Ricky graduated from North Harford High School, Harford County Maryland. Ricky was a master at video games, eating and sleeping. He enjoyed playing his guitar and singing with local groups.
